Can someone tell me what the "LOW/MEDIUM/HIGH" entries in the News Headlines file do?

I was worried that too many headlines would come up in between games so I gave each one a priority. But, at the moment all headlines are shown. I'll start to use the priority if I add any more headlines to the .txt file though.
