How does the money get divided when a territory is split?

I've been trying to figure out if there is a specific way that the money gets split into two capital when a territory gets split.

One post suggests that all the money goes to a randomly chosen capital; another suggests the money is duplicated. I doubt both of those. It's probably deterministic and proportional, but could someone give me the definitive answer?

Or is it that the larger territory gets all of the money and smaller one gets zero?

The territory that retains the capitol keeps the money. The split-off territory gets a new capitol and it accumulates money at 1 per hex per turn.
