AI cheats?

I thought the AI didn't cheat, but when I was playing Island #1 (I downloaded the trial version a couple of days ago), I saw one of the AI players buy two peasants on the first turn from one village. I started the game again and watched to see if it would do it again. I checked for any nearby villages. There weren't any. It was a four-hex area with no others nearby.

I don't know how the AI does it. I can post screenshots if you want to see proof.

You start with 5 cash per hex.
4 Hexes of 5 cash = 20 / 10 per peasant = 2 peasants.

Oh, whoops. I thought it was $10 per hut. My bad.
