Yes, but you also have to factor in the number of routes of attack into the territories. It is far easier to hold and capture Africa than Europe. Also, historically, Africa has been a lesser influenceo n modern war, though it has been a substantial contributor to various empires. Europe, on the other hand, ahs provided far more men to the various wars over the centuries.

History an gameplay balance trumps your racism play, sorry.

But, if it really bothers you, you could buy the game and make your own World map where Africa has however large a bonus you want. Ain't user customization grand?

The continent value is not racist, as this takes it directly fro the one for 'Risk', the boardgame on which the map, and in fact the combat system is based. risk had seven european countries: W. Europe, S. Europe, S. Europe, Ukraine (inc. most of western russia), Scandinivia (sic), Great Britain, and Iceland. I personally think that the value of europe could be considered a trap for a racist player: Europe has a bonus of five, but it has no less than four territories that connect with an enemy continent. This makes it a very difficult ground to hold if the enemies are focusing on you, and (believe me) if you have a continent that large, they will be focusing on you.

Don't take this guy too seriously. He just posted rubbish all over the forums which I've now mostly deleted and after getting ruder he became the first (and only) person I've had to ban.
