How about an idea to lower the land rather than remove the land.
You would get two lowers per turn rather than one remove. You could lower any land,
sand would be height 1,
forest height 2 and mountain height 3.
This would speed up the loss of land at the beginning of the game and slow it down towards the end.
It would also permit someone suitably perverse to split the island in two fairly early on.

Hey, there's an idea. Perhaps there could be some kind of penalty for moving, as well: easier to move downhill than uphill. It would get people from the inland into the boats quicker, at the cost of leaving more people on the vulnerable shorelines.
