Bug report - massing of troops

Conquest 3.0 (latest) on Windows 98.

I've noticed, on Swirl lately, the computer players will generally mass their troops to reflect that of an adjacent computer.

This is okay, but in time they can build to a 2:1 superiority or just surround a lone territory. No matter the computer player, should it not use the troops and 3 card turn in troops to take over that territory and thus the continent? Especially if it can reposition the troops.

It is just odd seeing so many troops doing . . . well little.

I've noticed that too on many maps, and with only a few territories in particular. I think it's a good feature to be aware of when deciding where you can let yourself run a little thin to reinforce other areas you want to use for attacks.

ya, I like this tactics especially on difficult map.

A "Deity" level can be created.
On that level, the AI WILL attact with 2:1 superior.
