Small update to 4.0f

I've made a quick Critical Mass update which mostly just fixes some small bugs. Let me know if you have bought a copy and would like the new version. It would help me if you include your order receipt but if you've lost that then let me know the email address you ordered with (if it's not your current one) so I can look up the order in the database. The changes are:

New Features
- You can scroll in and out with the mouse wheel
- The percentage chance of an object being in use in the Mission Editor is displayed

Bugs
- You can't remove the last command centre from a ship design now
- The Mission and Ship designers work properly if you've changed your Windows DPI setting to larger fonts
- Repair bots don't fix cargo and passengers
- Correct warhead data for missiles is shown in the Ship designer
- Doesn't say "static" initially in the Ship designer description text

It won't stop you from doing that.

It just doesn't let you pick up the very last command centre from a design.
